President Donald Trump has suggested that South Korean shipbuilders might play a pivotal role in the modernization and expansion of the United States Navy. During his address at the Pennsylvania Defense and Innovation Summit, Trump underscored the urgency of reinforcing the country’s aging naval fleet. He revealed that the U.S. is contemplating enhanced collaboration with shipbuilding companies from South Korea and other nations, potentially opening the door to purchasing naval ships constructed outside American borders.
In a significant development, Trump announced plans to construct two National Security Multi-Mission Vessels at the Hanwha Philly Shipyard in Philadelphia, a project valued at around $1.5 billion. This proposal comes amidst a backdrop of increasing defense cooperation between the U.S. and South Korea. In a related move, South Korean President Lee Jae Myung disclosed that Trump had inquired whether South Korea could rapidly produce ten naval vessels for the U.S., a topic that was further deliberated during recent international summits.
The U.S. Department of Defense and the Navy have reached out to prominent South Korean shipbuilders, such as HD Hyundai Heavy Industries and Hanwha Ocean, to evaluate their expertise in the design and construction of combat ships. Hanwha, in particular, stands to gain significantly from this potential collaboration, having acquired shipyard facilities in Philadelphia in 2024 and actively pursuing licenses to manufacture military ships within the U.S. Concurrently, HD Hyundai and Samsung Heavy Industries have been strengthening partnerships with American companies to penetrate the U.S. naval shipbuilding market.
Despite these promising developments, formidable legal hurdles remain. Current U.S. regulations impose restrictions on constructing Navy vessels outside the country, which means that any move towards overseas production would necessitate legislative approval or special exemptions.
